Q: Why can't be it used for evap systems?

It can be used for evap systems ! We use it all the time cause most of the check engine lights are evap or intake problems. You just have to find the right port to use the smoke machine connection.

Q: I purchased this unit and the power switch does not turn the pump off, just the heating element. Is this correct or is it defective?

The switch only works the heating element pump runs all the time

Q: Can i purchase just the tailpipe cone?

I don't think so but you can try ask the seller.
